16,000 IRS Agents – “With Guns”….

16,000 new IRS “Agents” is all over the blogosphere and Republican talking points on reform.

If you Google “16000 IRS Agents” you get 350,000 hits.

In fact, this supposed “fact” may be the funniest thing yet from the health insurance reform screed.

OpenCongress and FactCheck.org have covered this as well.

Thanks to “America’s Congresswoman” – Michelle Bachmann it has morphed to 16,500 agents monitoring healthcare monthly .

Nearly all the blogs and reports reference a minority study from  House Ways and Means committee, issue by Reps. Camp and Boustany.

“A new analysis by the Joint Economic Committee and the House Ways & Means Committee minority staff estimates up to16,500 new IRS personnel will be needed to collect, examine and audit”

The legislative language of the Senate bill states that the IRS is supposed to regulate “economic and financial decisions about how and when health care is paid for, and when health insurance is purchased.”
This language does NOT exist in the Senate Reform Bill, anywhere.

Fact – The IRS has a total of 93,000 employees and 17,000 “agents” today.

Fact – The reform bill specifically prohibits any prosecution or harassment by the IRS for people regarding whether they buy healthcare as required as My. O’Donnell noted the law states:

‘‘(2) SPECIAL RULES.—Notwithstanding any other provision of law— 12 ‘‘(A) WAIVER OF CRIMINAL PENALTIES.—In the case of any failure by a taxpayer to timely pay any penalty imposed by this section, such taxpayer shall not be subject to any criminal prosecution or penalty with respect to such failure.

‘‘(B) LIMITATIONS ON LIENS AND LEVIES.—

The Secretary shall not— ‘‘(i) file notice of lien with respect to any property of a taxpayer by reason of any failure to pay the penalty imposed by this section, or ‘‘(ii) levy on any such property with respect to such failure.’’.

So the kernel of truth here is that there MAY be money spent, and some yet to be determined number of people MAY be hired for the administration of this law, just like any other major law that is passed. And yes the IRS is involved as it involves revenue, their job.

And if you still do not believe the truth here you can see the head of the IRS testifying in front of Congress on the specific ways the IRS will be involved with this bill.

So we have  Gospel by repetition even though it is total BS.
